Kenyans Serving Time Abroad Set To Be Repatriated

Kenyan nationals serving time in foreign prisons are set to be repatriated if bilateral agreements and treaties with the respective countries are implemented, reports Citizen TV.

This comes after the drafting of the Model Agreement for Negotiation on the Transfer of Prisoners.

This will form part of the implementation of the Transfer of Prisoners Act, 2015 which came into effect on October 12th, 2015.

The newly formed agreement will also explain the conditions for transfer of prisoners.

It is estimated that about 3 000 Kenyans are serving jail time in various parts of the world which is similar to the number of foreign nationals.

The Transfer of Prisoners Act 2015 is also to ensure that when prisoners are afforded their basic human rights also in line with international conventions.

Also the Model Agreement will only take effect when there is an agreement with Kenya and a foreign country. The conditions are to be set through the Attorney General or by an application from the Prisoner to the Attorney General for consideration but only if that person is a national of Kenya.
