The Government has ordered all universities and constituent colleges to develop an electronic register of all students within 120 days as a way of shunning runaway crime in higher institutions of learning.
This follows increased insecurity and terror attacks across the country and within university campuses.
Education Cabinet Secretary Fred Matiang’i Education said the measures are aimed at securing public places and institutions of higher learning, adding that this will work by creating security bulwarks in all universities and colleges to augment existing security measures.
“Universities and constituent colleges should create and maintain electronic database for each student by programme and year of study, and that all students’ details are captured through biometric registration mechanism,” he said.
The CS also ordered all universities and constituent colleges to have bio-data including passport size photographs of each student residing within the university accommodation facilities.
“To ensure compliance with the directive, I direct the Commission of University Education to, on a monthly basis report progress on the implementation of the system by all university and colleges without fail,” he observed.
He expects the first of such report on May 9, 2016.
