Cairo – At least 23 people have been killed in two blasts in the Syrian coastal city of Latakia, a stronghold of President Bashar Assad’s regime, a monitoring group says.

The Syrian Observatory for Human Rights reports that 40 people have been wounded.

It says one blast was caused by a rocket and the nature of the second is unclear.
