MP Kaparo Has No Powers To Summon Elected Leaders Over Hate Speech

Bahati member of Parliament Kimani Ngunjiri has said that National cohesion and Integrity Commission chairman Francis Kaparo has no powers to summon members of Parliament over alleged hate speech remarks.

Ngunjiri who has been summoned by both the CID and the Kaparo-led commission said that he is an elected member of Parliament and cannot be summoned by someone like Kaparo who is an appointed government employee.

Addressing the press Monday in Nakuru, Ngunjiri said that he will not honour Kaparo’s summons.

“I have been told that Kaparo has summoned me to appear before him but I want to tell him that am an elected member of Parliament and I cannot be summoned by someone who was appointed,”said Ngunjiri.

“Kaparo has no powers to summon members of Parliament and if he wants to summon me he should do so through Parliament,” he said.
