Ministers should have term limits of 10 or 15 years in order to allow for the infusion of fresh leaders in government, Namibian Health and Social Services Minister Bernard Haufiku has said, according to New Era.
Haufiku said progress in the southern Africa country could not occur if office bearers continued to hold their positions for up to 20 years.
“To be honest with you, the position of minister, I think it’s better if it could be ten years, then every ten years you have new ministers coming in because then they will have enough time to learn and then you don’t have someone who has to be there for 20 years,” he said.
According to Haufiku, government officials who had been in service for more than 15 years should be utilised as consultants and advisers so as to make way for new, progressive-thinking ministers.
According to Namibia’s constitution, although ministerial term limits have not yet been tabled, a presidential term is limited to a maximum of 10 years, or two 5-year terms.
