India Prime Minister, Narendra Modi received a 19-gun salute during his formal reception at State House in Nairobi Monday.
In Kenya, 21-gun salutes are only given to visiting heads of states, with a few exceptions.
Modi as the Prime Minister of India is also the head of government and chief adviser to the President. President Pranab Mukherjee is the head of state thus Modi could not get a 21-gun salute as other heads of states.
The Israel Prime Minister, Benjamin Netanyahu also received a 19-gun salute when he visited the country last week.
In Africa, there are a few cases where a prime minister is more powerful than that President as is the case in Ethiopia.
